Chief of Donor and Government Programs

The job

Luminus has extensive relations and networks with the Jordan Government and a variety of donors and social investors. These stakeholders have a strong interest in the programs that Luminus offers and support Luminus with scholarships for vulnerable Jordanian and Syrian refugee students. In addition, sponsors and investors are very interested in Luminus’ ShamalStart project that is stimulating entrepreneurship via incubators and FabLab in Irbid. This demand and support for sponsorship will continue and grow over the coming years. Increasingly, government and donor financial support is made available based on outcomes. The Chief of Donor and Government Programs is in charge of all donor related activities, strengthening relationships with donors and the government and building awareness of Luminus’ brand in this community.

Task & responsibilities

  • Take the lead in the implementation of the current and future donor projects (EU, USAID, AFD, ETVET, GIZ, and others)
  • Be responsible for Donor Account Management and Reporting
  • Lead the team in charge of donor related activities such as:
    • Application for and management of scholarship funding
    • Screening tenders and bidding for donor projects
    • Monitoring KPIs of Donors Program projects, and overseeing grant budget and expenditures
  • Develop and maintain relationships and communication with key stakeholders (Donor agencies, NGOs, Government etc.), and build awareness of Luminus brand
  • Manage the coordination between Luminus Business Units and Donors to guarantee achievement of outcomes


  • At least a Master in Development, Social Studies or other relevant studies
  • 10+ years’ experience with proven donor and government program management experience in Jordan
  • Professional knowledge of diverse donor approaches
  • Proven experience of fund raising and success in program development and proposal writing
  • Demonstrated cultural sensitivity and ability to develop strong and trusting relationships with high-level management of external organizations and stakeholders
  • Ability to represent Luminus at (inter)national forums, governments, partners, donors, communities and other stakeholders and be spokesperson to local and international media/ audience
  • Demonstrated experience in working with partners to achieve program results
  • Flexible and adaptable with good interpersonal skills and a ‘can-do’ and ‘hands-on’ approach
  • Ability to lead and inspire a team
  • Fluent in English and Arabic
